Mr. ALHOWIMEL has pharmaceutical sciences bachelor’s degree. He has a well demonstrated experiences in health economics & outcome research (HEOR), drug pricing and value proposition, drug reimbursement and market access.

He started his career in 2005 in National Guard (NG) hospital as in-patient and out-patient pharmacist. He was responsible evaluating drug therapy. In 2012 Mr. ALHOWIMEL completed his Master of Business Administration (MBA) degree from King Saud University (KSU) in field of hospital administration and then he joined Drug Policy and Economics Center (DPEC) as pharmacoeconomic specialist. In DPEC, Mr. ALHOWIMEL was leading the process of executing a Pharmacoeconomics evaluation for innovative medications that are requested to be reimbursed by hospital. He was a permanent member in corporate drug evaluation committee in National Guard Hospital.

In Jan 2019, Mr. ALHOWIMEL has completed his postgraduate degree of HEOR from University of Washington (UW) and he has been permanent participant in several dialogues, conferences, workshops, and seminars related to drug reimbursement, Health Technology Assessment (HTA) as well as HEOR.
Mr. ALHOWIMEL has more than 10 publications in peer review journals discussing diversified topics includes drug cost effectiveness, drug budget impact, and drug market research. He has clear understanding of Saudi healthcare ecosystem and demonstrated experience risk-benefit evaluation of different therapeutic option in diversified therapeutic area.

In May 2019, Mr. Mansour joined Eli Lilly and Company as Pricing, Reimbursement and Access (PRA) Manager. In Eli Lilly, Mr. Mansour was responsible about overall PRA plan and strategy, leading PRA functions for both newly launched and established products in Saudi Affiliate, building value proposition for products that are indicated in different therapeutic areas such as diabetes, oncology, immunology, and neurology.

In Jan 2021, Mr. Mansour joined National NUPCO as pharmacoeconomic Manager, his responsibilities involve managing, developing, and maintaining pharma catalogue, inform drug procurement decisions, evaluating drug budget impact scenarios to ensure the most cost-effective option.

Mr. ALHOWIMEL responsibilities include leveraging the value through work consistently and efficiently in line with all external stakeholders in the ecosystem involved in drug reimbursement and procurement.
